Acting tough against four private universities of state under scanner of Himachal Pradesh government, Himachal Pradesh Private Educational Institutions Regulatory Commission (HPPEIRC) has banned these universities from admitting students for 2020-21 academic session.
This action has been taken against the universities for alleged irregularities committed by managements of these universities, which are still being probed by a Special Investigating Team (SIT) formed by the Director General of Police (DGP) of Himachal.
The private universities have been under the scanner of the State government for quite some time for alleged irregularities and complaint against two of these Universities forwarded by University Grants Commission (UGC) in allegations of ‘sale of degrees’.
The issue of alleged sale of degrees by few universities had become a big political issue as the opposition Congress had been attacking the previous Dhumal government for allowing opening of 18 private universities in a small state like Himachal Pradesh. The Dhumal government had even allowed the private universities to change use of land after 15 years and Congress had termed this as “education for sale.”
Acting tough the state government had asked the HPPEIRC and the DGP to probe these entire allegations and take strict action.
Chief Minister Jai Ram Thakur and Education Minister Suresh Bhardwaj had assured strict against the guilty.
Though the SIT is still continuing its probe but the HPPEIRC is of firm opinion the registration of FIR against managements of the four universities itself debars them from carrying academic activity. Few of them have even become no-functional.
Secretary of the HPPEIRC said, “The SIT is probing serious allegations after registration of FIRs; they are also violating norms and thus APG University Shimla, Arni University Kathgarh, Manava Bharti University Solan and Indus International University Una have been debarred for admitting students for current session.”

Arni university: 1. No MSTs conducted in last Semesters. No Semester final exams conducted. This can be checked. 2. Hardly any faculty available since majority of senior faculty either left or suspended. 3. No salary for last one year plus. 4. Hardly any teaching despite tuition fee taken. 5.TDS taken but not deposited- pls check. 6. EPF deducted but not deposited to govt- pls check. Elect cut off due to non- payments of bills, 8-10 lacs pending. 7. Check attendances of students, especially m tech nd D farma – I believe max of them are outsiders nd working and never come to attend classes( UP nd Bihar students- investigate.) 8. They are fleecing students. These are frauds, cheating nd break of contracts, spoiling lives of students . Requires CBI or SIT investigations. 10. Main manipulator nd responsible for all ills is the Registrar, SSGuleria, who for his self interests has done it for owners. He took his salaries(check) nd suspended faculty for which he is not competent Authority. Arni requires a major detailed investigation.
You are right this university had become non-functional for quite some time . Though steps taken by regulatory authority is late but it would save students in future in falling pray. Inquiry is already going on .
