In a significant move for building long pending Kishau Dam Multipurpose Project, the states of Himachal Pradesh, Haryana, Uttarakhand, Uttar Pradesh, Delhi, and Rajasthan signed a Memorandum of Understanding (MoU) in New Delhi on Tuesday for the implementation of this 422 MW capacity project.
The MOU was signed in the presence of Union Home Minister Amit Shah and the Signatories to the MoU included Union Jal Shakti Minister C.R. Patil, Himachal Pradesh Chief Minister Sukhvinder Singh Sukhu, Haryana Chief Minister Nayab Singh Saini, Uttarakhand Chief Minister Pushkar Singh Dhami, Uttar Pradesh Chief Minister Yogi Adityanath, Delhi Chief Minister Rekha Gupta, and Rajasthan Chief Minister Bhajan Lal Sharma.
The Kishau Dam project will be constructed on the Tons River, located on the border of Uttarakhand and Himachal Pradesh, at an estimated cost of Rs 15,624 crore.
The Ministry of Affairs stated, “MHA stated, “The meeting decided 90 per cent of the cost of the water component of the Kishau Multipurpose Dam Project will be borne by the Central Government as Central Assistance, while the remaining 10 per cent financial burden will be shared by the six participating states and reached a consensus to allocate Himachal Pradesh’s share of water to Delhi and Rajasthan in return for sharing the cost of Himachal Pradesh’s portion of the power component.”
Himachal Pradesh Chief Minister Sukhvinder Singh Sukhu, who has been negotiating to protect the interest of the state said, “During the high-level meeting chaired by the Union Home Minister on June 16, 2026, the Central Government had agreed in principle that the estimated cost of approximately Rs 2,000 crore for the power component would be borne by the states of Delhi, Rajasthan, and Haryana, which benefit from the project’s water component”.
He stated, “Himachal Pradesh government had strongly raised this issue with the Centre to protect the interests of the state and this has been achieved through MOU.”
