Himachal Pradesh Cabinet has decided to open new government degree colleges at Balhseena in Jhandutta Assembly Constituency (Bilaspur district) and Masrund in Churah Assembly Constituency of Chamba district.
The meeting held on Monday at Shimla presided over by Chief Minister Jai Ram Thakur has decided to start mukhya mantri shodh protsahan yojna under which research scholars would be given a monthly scholarship of Rs 3000 for three years from the date of registration for PhD to motivate students to take up research .
It gave its nod to grant Child Adoption Leave of 180 days to the regular female employees by adopting Rule 43-B of CCS (Leave) Rules, 1972.
The Cabinet also decided to create several patwar circles, approved creation of a police post in AIIMS Bilaspur, fill up 18 posts of different categories in Advocate General’s office , enhance honorarium of SPO,s posted in border areas by Rs 900 per month from September 1 and to set up transport nagar at Solan.
It also decided to upgrade several high, middle and primary schools in the state and create 12 posts in indoor stadiums at Janjehli, Nurpur and Dutt Nagar.

A paltry sum of INR 3,000/- as fellowship per month is mockery. The amount is not even enough to meet expenses on printing and photocopy of research material. Just to mislead aspiring youth on the election eve.
Again announcing new colleges without faculty recruitment is nothing but diluting standards of higher education. Hundreds of principals posts are lying vacant, and thousands of faculty positions are required under NEP that this government is too enthusiastic to implement. Overall infrastructure in most of the colleges is not upto the desired standards.
