The Himachal Pradesh High Court has rejected the anticipatory bail application of Des Raj, suspended Director of Himachal Pradesh Power Corporation Limited (HPPCL), who is accused of abetment to suicide in connection with the death of Chief Engineer Vimal Negi.

 Negi went missing after attending his office on March 10 and his body was recovered from Bhakra Dam on March 18.

Pronouncing the order on bail application, a single bench headed by Justice Virender Singh ordered rejection of the bail application, “In the light of seriousness of the allegations and influential position held by the applicant Des Raj, and apprehension expressed by the investigating agency, the Court is of the view that the applicant has not been able to make out a case of false implication in the case.”

“The cumulative effect of the above discussion is that no case for grant of relief, in favour of the applicant, under Section 482 of the BNSS, is made out, at this stage. Hence, the bail application is dismissed”, noted the court.

Deceased Chief Engineer Negi’s wife, Kiran Negi in police complaint has accused, “It was not suicide but murder as her husband was pressurized, denied holidays and harassed by seniors even though he was unwell..”

A case of abetment to suicide and joint criminal liability under BNS was registered against HPPCL Director (Electrical) Desh Raj and Managing Director Hariskesh Meena.

If Des Raj Director HPPCL forced Vimal Negi to sit in office late that has charged for his death, it has to investigate whether Des Raj got washed personal clothes of family or for accelerating the exploration of green energy power production that is leading new dimensions in the development & prosperity of Himachal Pradesh. Otherwise Thana Palun, Renuka and Shong Tong coming up from year 2007 and 2 MW Kaza Solar Plant HPSEBL from year 2014 without any fruits. But, dynasim of Des Raj made 32 MW Pekhuwala connected to power grid within 8 months and many more having commulative power of about 100 MW were coming up before June, 2025. Himachal Government should have far sightness, not vote bank politics of near sightness vision. Okay, if there is corruption but, why didn’t flag of such doubts by Finance wing of HPPCL and CAG ?
