The Himachal Pradesh government has initiated the Electronic – Know Your Customer (e-KYC) process for land records to curb benami (proxy) transactions and streamline land management systems.

The Director of Land Records of the state has assigned the responsibility of implementing this initiative to respective Deputy Commissioners to start the process.

The state government’s Digital Technology and Governance Department has developed a mobile app for e-KYC, incorporating Aadhaar-based face recognition technology. This app will link all land records to the Aadhaar number, ensuring transparency and accuracy.

By initiating the e-KYC initiative process the state government aims to improve land record systems, simplify registrations and enhance access to services such as bank loans. It is also being planned to make e-KYC mandatory for availing benefits under the PM Kisan Yojana.

Key Benefits and Features:

  • Unique Land ID Creation: After e-KYC, each plot of land will have a unique identification number containing detailed records of immovable property.
  • Ease in Loan Approvals: Linking land records with Aadhaar will simplify the process of securing loans from banks.
  • Transparency in Ownership: Real ownership will be easily verifiable, reducing disputes and fraudulent activities.
  • SMS Alerts for Updates: Landowners will receive SMS notifications about any changes in land classification or entries in the jamabandi (land record).
  • Automatic Transfer of Inheritance: Landowners whose ancestors’ records are incomplete will see automatic updates to reflect rightful heirs.

All Deputy Commissioners have been instructed to convene meetings with Tehsildars and Naib Tehsildars to ensure seamless execution. Patwaris have been entrusted with the job of uploading Aadhar card photographs on the app during e-KYC and provide daily progress updates via Google Sheets. To encourage efficiency, Patwaris showing exemplary performance will be rewarded.

This initiative will not only provide convenience in securing loans but also eliminate fake and benami transactions.
