Prime Minister Narender Modi inaugurated the 82nd all India Presiding Officers’ Conference virtually, being held at HP Himachal Vidhan Sabha Shimla and presided over by Lok Sabha speaker Om Birla on Wednesday to commemorate the centennial year of Indian Independence.
In his address the Prime Minister said, “Democracy is not just a system but is ingrained in our nature and has always been an important component of life in India.”
He said, “We have to take the country to newer heights, achieve extraordinary goals and these resolutions would be fulfilled by Sabaka Prayas (united efforts) as in a democratic federal system of India the role of every state is important to achieve this.”
Stressing the importance of united efforts Mr. Modi said, “The decade old complex problem of North East has been solved with the cooperation of people there and by completing long struck development projects in the area; fighting COVID pandemic unitedly is another example of mutual cooperation.”
The PM said, “The traditions and system of the Houses of our legislatures should be inherently Indian and spirit of Ek Bharat Shresht Bharat should be strengthened by enacting laws and making policies as per aspirations of people; our conduct should be in consonance of India values which is responsibility of all of us.”
He said, “Our country is full of diversity and during all these years we have realized amidst diversity flows grand, divine and steady stream of unity, which cherishes our diversity and appealed to preserve it and proposed to reserve 3-4 days in the House for representatives doing exclusive for the society to showcase this to the country.”
In his address Speaker of Lok Sabha Om Birla said, “The main objective of this conference is to develop appropriate coordination for parliamentary procedure throughout the country, widen the democratization of legislatures and evolve responsibility for better functioning of democracy.”
He said, “The Use of technology for effective functioning of the House is of utmost importance and hoped this conference would go a long way in strengthening our democratic set up as the Parliament and state legislative Assemblies are the primary forum to raise public grievances and effort should be made to redress these effectively.”
Chief Minister Jai Ram Thakur said,” The state Assembly of Himachal Pradesh is known for its high traditions and positive discussions and from first speaker of the Assembly Jaywant Ram to present speaker Vipin Pramar every speaker conducted the House proceedings in a very dignified manner and recalled contribution of first Chief Minister Dr YS Pramar, former CM’s Ram Lal Thakur, Shanta Kumar, Virbhadra and PK Dhumal.”
Thakur also urged the Prime Minister to provide Nation e-Academy for the State at Dharamshala in Kangra district.
Deputy Chairman Rajya Sabha Harivansh, Vidhan Sabha Speaker Vipin Pramar and the Leader of opposition In HP Mukesh Agnihotri also addressed on this occasion.
Speakers of various Vidhan Sabhas of the country, Secretary General of Lok Sabha, former Speakers of H.P. Vidhan Sabha, Ministers, MPs and MLAs were present on the occasion.
