The Himachal Pradesh state Cabinet has decided to hold Municipal Corporation (MC) elections in the state on party symbols.
The decision in this regard was taken in a meeting held on Tuesday presided over by Chief Minister Jai Ram Thakur in which it was decided to amend HP MC Act -1994 and HP MC Elections Rules -2012 to conduct elections on party symbols, provide reservation for OBCs, making provision for disqualification on grounds of defection and strengthen proviso of no-confidence motion etc.
The Cabinet also gave its approval to Governor’s Address for the coming budget session of HP Assembly and approval to provide 122.08 bigha land on lease of one rupee at Dhaulakuan in Sirmour district for setting up regional centre of Dr YS Pramar Horticulture University, Nauni.
It gave its consent to construct additional accommodation in Sunder Nagar rest house with the cost of Rs 3.90 crore and extend Special Land Acquisition Unit at Nalagarh to also engage staff on re-employment (fixed emoluments) basis for a period of one year from 1st January, 2021, for land acquisition on 18 kms stretch of Baddi-Nalagarh project being implemented by National Highway Authority of India.
The Cabinet gave its approval to the proposal to modify penalties/fines under Section 210A of the Motor Vehicles (Amendment) Act – 2019 as well as to specific authorities competent to compound the offences under Section 200 of the Act.
It also gave its nod to extend the engagement of 2555 SMC teachers already working under SMC teachers policy in Elementary and Higher Education Departments for the academic session 2021-22.
The Cabinet gave its consent to rename Government Senior Secondary School Manoh in Hamirpur district as Shaheed Ankush Thakur Government Senior Secondary School as a mark of respect to the Galwan martyrs Ankush Thakur.
The Cabinet decided to implement Mukhya Mantri Krishi Kosh Scheme for Farmers Producer Organizations (FPOs)-2020 for providing incentives, concessions and facilities for eligible FPOs of the state. Under this scheme FPOs could avail seed money up to 30 percent of the project cost with a ceiling of Rs six lakh or one and half times of equity raised by the FPOs, whichever is less. This would ensure credit guarantee cover for bank loan, interest and subsidy etc.
It gave its approval to transfer land situated in Chhota Shimla bazaar, presently under possession of Police Department, to MC Shimla to shift existing shops of MC to Khasra no. 60 to allow widening of Sadbhawana Chowk and ease traffic on Chhota Shimla – Kasumpti road.
The Cabinet gave its consent to reserve one seat in ANM or B.Sc. Nursing Courses for widows below 45 years in nursing institutions of the state, gave approval to amend Mukhya Mantri Swavlamban Yojna- 2019 to reduce the burden of loan of entrepreneurs and deposit subsidy in the term loan account of the borrower and adjust it after three years.
The Cabinet gave its nod to fill up 12 posts of Junior Office Assistant (IT) in Prosecution Department on contract basis through direct recruitment, fill up four posts of DSPs on regular basis through direct recruitment, to fill up eight posts of Junior Office Assistant (IT) in Geological Wing of industries department on contract basis and one post of Manager DIC in the department on contract basis through direct recruitment.
It also gave its approval to fill up two posts of Junior Office Assistant (IT) in Information Technology Department on contract basis and fill up one post of Assistant Director, Factories (chemical) on contract basis in Labour and Employment Department.

How convenient is it for the powers that be to hold or not to hold elections on party symbols? Why it shied away for not making such decision for the recently held elections to three tier panchayat elections? Any guess?
Quite right Doctor Sahib. They are all making such decisions at whims as per their suitability . Look at the decision of not holding direct polls for the post of Mayor when CPM won in Shimla.
