The Central government has put a complete ban on creation of new posts in all government departments / ministries and filling up posts created in any department after July 1, 2020, to contain non- development expenditure and to make adequate resources available for critical priority schemes.
A circular in this regard has been issued by Secretary (expenditure) of Union Ministry of Finance on September 4 to all Secretaries of Government of India.
As per the circular issued in this regard, “There would be a ban on creation of posts, except with the approval of the department of expenditure, in all ministries / departments, subordinate offices, statutory and autonomous bodies.”
It clarifies, “The ban would cover creation of posts under power delegated to any organization regardless of source of such authority or power and all departments have been asked to follow these instructions.”
The Ministry has also directed, “Not to fill up posts created after July 1, 2020 without the approval of the Finance Ministry and in case of absolute necessity of filling up such posts proposal should be sent to the ministry.”
The Finance Ministry has also put a ban on publication of books and stationery on imported paper, except the Indian Missions abroad, discourage expenditure on Foundation Day ceremonies and avoid expenditure on travels, bags and mementoes.
All ministries and departments have been directed to review appointment of consultants and reduce the number of consultants to minimum level and economy should be observed in determining their fees.
