The State Cabinet in its meeting held on Monday, which was presided over by Chief Minister Jai Ram Thakur has decided to implement National Education Policy-2020 in the State to prepare students for the 21st century.  The Cabinet also thanked Prime Minister Narender Modi for bringing this policy which envisages to make youth from job seekers to job creators, besides increasing public investment from 4.43 to 6 percent of the GDP.

It also decided to constitute a Task Force under the chairmanship of the Education Minister having 27 members and State Project Director (SS) as its member secretary for implementation of this policy.

The Cabinet gave its approval to do away with plan and non plan classification of budget in the state from the financial year 2021-22 and classify it into capital and revenue expenditure only.

It has decided to rename Scheduled Caste Sub Plan (SCSP), Tribal Area Sub Plan (TASP), Backward Area Sub Plan (BASP) and Regional and Decentralized Planning Programmes as Scheduled Caste Development Programme (SCDP), Tribal Area Development Programme (TADP), Aspirational Blocks Development Programme (ABDP) and Regional and Decentralized Development Programmes, respectively.

It gave its nod to provide one time relaxation in the guidelines under National Food Security Act, 2013 for identification of beneficiaries under BPL/ priority households by authorizing Gram Panchayats to select more beneficiaries without holding gram sabha for filing appeal to seven days from fifteen days and urban local bodies from fifteen days from one month.

The Cabinet gave its approval to the State Rural Engineering Based Training Programme for skill development of youths of different categories to make them employable.

It decided  to insert sunset clause under Section-15 ‘Concessional Rate of Electricity Duty’ and Section-16 ‘Concessional Rate of Electricity Charges’ in the Himachal Pradesh Industrial Investment Polciy-2019’  to facilitate the new and existing enterprises for  expansion to avail the benefits under concessional rate of Electricity Duty and Electricity Charges .

The Cabinet gave its approval to draft of Mukhya Mantri Yuva Nirman Yojna, 2019 under which two multipurpose stadiums would be constructed in every Vidhan Sabha area of the state with cost of Rs. 15 lakh each,  establish SDO office (Civil) at Kasauli and BDOP office at Totu.

 The Cabinet gave its nod to provide government guarantee to HPSEB Ltd. to raise a loan of Rs. 455 crore from Power Finance Corporation on usual terms and conditions.

It decided to amend Himachal Pradesh Town and Country Planning Rules, 2014   to open sky parking on fifty percent front setback allowing owners to raise parking facility.

It gave its nod to tripartite short term PPA to regularize the power flow period with effect from September Ist, 2019 to December 27 , 2019 at a tariff of Rs. 3.72 per unit of HP government share of 233.5 Megawatt power from Naphtha Jahkhri Power project to West Bengal State Electricity Distribution Company through Tata Power Trading Company Limited at a trading margin of Rs 0.0235 .5 per unit.

The Cabinet gave its consent to create and fill up ten posts of physiotherapists for each district except Lahaul – Spiti and Kinnaur and three posts of junior technician (weaving master) In prison department, 18 posts in statistical department and five posts of drivers in Excise and Taxation department.
